Protecting American Hemp Farmers Act (H.R. 10929)

Rep. Val T. Hoyle (D-OR) introduced H.R. 10929, the Protecting American Hemp Farmers Act. The bill would impose an additional 50 percent duty on certain hemp-derived cannabinoid products imported from China and establish mandatory testing requirements for specified imported cannabinoid products intended for human consumption.

The proposal would create new tariff categories for cannabinoid isolates, cannabinoid distillates, naturally derived cannabinoids, synthetic cannabinoids, and chemically altered cannabinoids. It would also require testing for heavy metals, pesticide residues, microbial contamination, residual solvents, and synthetic byproducts in covered imported products. H.R. 10929 was introduced in the House of Representatives on October 29, 2026, and referred to the House Committee on Ways and Means.
